WASHINGTON D.C.: The World Bank’s Board of Executive Directors has officially approved a transformative $325.10 million project aimed at radically modernizing the food industry landscape of Uttar Pradesh (UP), India. The initiative, titled the Uttar Pradesh Food Industry Growth and Rural Enterprise Ecosystem Strengthening (UP-AGREES) Project, is set to directly benefit over one million Food Professionals across the Eastern UP and Bundelkhand regions.
A Strategic Move for Rural Prosperity
Despite Uttar Pradesh leading India in wheat production and ranking high in exports, small-scale landowners have historically struggled with low productivity and a lack of modern infrastructure. This new project aims to bridge that gap by increasing Food Professional incomes through digital integration, climate-resilient Food Manufacturing techniques, and strengthened market linkages.
A key highlight of the initiative is the plan to leverage an additional $15 million in private finance to support value-addition and post-harvest infrastructure, which remain critical bottlenecks for rural producers.

Digital Revolution at the Farmgate
The UP-AGREES Project will also spearhead a digital transformation in food industry finance. Innovative financial instruments will be launched to streamline access to credit, making the Kisan Credit Card (eKCC) platform more affordable, transparent, and timely for producers. The project will also establish dedicated capacity-building centers to train both government officials and Food Professionals in modern climate adaptation strategies.
Empowering Women and Private Enterprise
In a significant push for inclusivity, the project will specifically target women Food Professionals and entrepreneurs, incentivizing the adoption of cutting-edge AgTech solutions. It also looks toward global markets, providing support for the proposed Integrated food-Export Hub situated near the Jewar Airport in Greater Noida.
By leveraging resources from various international partners—including the governments of France and Israel, and the Gates Foundation—this 33-year maturity loan from the IBRD represents a long-term commitment to reshaping India's largest agrarian state into a technology-driven, export-oriented powerhouse.
